The ELF project will be delivered by a consortium of partners that brings together diverse capabilities which includes:

  • Organisations representing key stakeholders and users (e.g. EuroGeographics, representing the NMCAs and OGC, representing the international geo and location standards community)
  • Service providers that address relevant market/domain sectors
  • Application providers with developments in key target sectors
  • Technology experts in areas such as Software as a Service (SaaS) and cloud computing platforms

Combined, these give the project access to a wide range of developer and end user communities. These consortium members are responsible for developing and enlarging these services and so are already acquainted with and serving a user segment and are thus well suited to demonstrate the use of the ELF platform.
While not represented directly within the consortium, the importance of the end user can not be underestimated.  We will also build upon user insights gained from these communities through the ESDIN project. 
To best support the end user community, it is important that ELF services become used by application developers across a broad range of areas of interest.  The project initially brings in domain expertise in a few application areas (Insurance, Health Statistics, Emergency Mapping, Property).  However, the ELF platform will be able to support many other end user application areas and ultimately the demand for these applications must be determined by user communities outside of the consortium. This demand, coupled with the sector knowledge of the consortium partners, will help stimulate the creation of applications and services by third parties.
Inclusion of other themes (e.g. land cover/land use, EUDEM30,orthoimagery, hydrology, postal code areas, railways, transport,) and national/regional SDIs will be also covered to extend the data themes available through the ELF services.
